I can't remember the band or song at all, but I believe it was around 1989, since I remember seeing stuff like Motley Crue's "Dr. Feelgood" and Bang Tango's "Someone Like You" around the same time.
The video contained footage of a nightime cityscape, with an aerial view of some buildings. I can't remember, but I believe the band was supposed to be playing on top of one of the buildings. One of the members was playing piano, and one of the members, possibly that same piano player, had one of the big top hats ala Slash of Guns'N'Roses, although it definitely wasn't G'N'R.
As far as I remember, there was nothing else. Just the aerial footage of some city and the band performing. No "plot," etc. Sound familiar to anyone?

Hmmm...Sounds like you're thinking of Great White - The Angel Song. It's got a city at night sort of like you describe, piano playing, and is from '89.
