Can you help me figure out what movie this is?

The plot of the movie was to bring color back into a black and white world, and it was a children's movie. [Not Pleasantville]. I think there was a woman with curly hair involved and a marching band...and a few kids that were helping restore the color but that's about all I can remember...I'd be really grateful if you could help me figure out what this movie is.

Shoot! I know what your talking about, but I cant remember the name! It had David Coulier in it. He was a painter, and Toby McGuire found the stuff in the back of that diner!!!! William H. Macy was in it too. Sh*t!! I cant remember! Sorry. Hope that helps anyone else trying to answer for you!!
